Awal Ramadhan 1429 H kali ini Pengurus Cabang Istimewa Nahdlatul Ulama (PCINU) mengadakan acara dialog umum bertajuk “Kupas Tuntas Penentuan Awal Ramadhan”. Dialog diadakan di balkon ketua Tanfidziah Agus Handoko di new campus IIUI. Acara cukup sederhana namun berjalan begitu rapi dan menarik, dihadiri oleh sejumlah mahasiswa dan masyarakat Indonesia di sana. Hadir pula M Ihsanuddin dan Hamdan Maghribi, keduanya adalah ketua koordinator IKM (Ikatan Keluarga Muhammadiyah) Pakistan. Sebagai pemakalah, Bapak Niam Sutaman yang juga Mustasyar PCINU Pakistan dan sebagai pengkaji disiplin hisab-rukyat Tholib Bonto.
Dalam makalahnya, Tholib Bonto memaparkan fenomena ikhtilaf dalam penentuan Ramadhan adalah bukan perkara baru dalam literatur Islam. Metode penentuan awal bulan Hijriyah sering diperselihkan bahkan sejak zaman Rasulullah SAW. Beberapa hal tentang madzhab rukyah dalam hal mathla’ (posisi hilal) serta metode dan madzhab hisab terus diperdebatkan. “Intinya, rukyat dan hisab janganlah dijadikan sebagai ibadah (ta’abbudi) tapi semata-mata hanya sebagai wasilah atau sarana untuk mengetahui waktu,” tuturnya. Ni’am Sutaman memaparkan detail metode rukyatul hilal. “Kriteria imkanur ru’yah (hilal bisa dirukyat) adalah apabila tinggi hilal minimum 2 derajat, jarak matahari minimum 3 derajat, atau umur bulan dihitung sejak saat ijtimak qoblal ghurub (bulan dan matahari segaris bujur) saat matahari terbenam minimum 8 jam,” ujarnya.
Namun, lagi-lagi beberapa ormas Islam di tanah air seringkali berbeda dalam menentukan awal Ramadhan dan idul fitri. Ujung-ujungnya masyarakat awam dipusingkan dengan perbedaan ini. “Bagaimana kita bisa merasakan keharmonisan dan kegembiraan sempurna saat idul fitri jika ternyata sebagian saudara yang lain masih berpuasa,” katanya.
Dikatakannya, secara teoritis sebenarnya tidak mustahil menyatukan awal Ramadhan di tanah air. Pemerintah sebagai ulil amri (pemangku kebijakan) dalam penentuan awal bulan Hijriyah ini harus terus mengambil langkah-langkah penyatuan itu.
